2. Key Responsibilities
As per the Kerala Panchayat Raj Act, the Chairman of the Development Affairs Standing Committee has the following extensive responsibilities:
Planning of Development Projects: Formulate annual plans for the progress of the agricultural sector, extension of fallow land cultivation and irrigation projects in the Panchayat.
Manage Committee Meetings: Convene and preside over the meetings of the Development Affairs Standing Committee regularly.
Priority for production sector: Provide leadership in delivering subsidies and benefits in production sectors such as paddy cultivation, vegetable cultivation, animal husbandry (dairy development, poultry farming) to deserving farmers.
Environmental protection: Supervise soil and water conservation activities, renovation of ponds and streams, and social afforestation projects.
Employment generation: Create more employment opportunities in the village by starting small enterprises through Kudumbashree and promoting traditional industries.
Submission of reports: Present the plans and recommendations prepared by the development committee before the Panchayat General Body (Administrative Committee Meeting) for approval.

A ward member elected by the people to the Gram Panchayat should be elected.
After the Panchayat Administrative Committee is established, the members of the standing committee and its chairman are elected from among the members through voting or by consensus.
4. Qualities of a good development committee chairman
Agricultural-economic perspective: Knowledge to identify farming methods suitable for the country's geography and projects that will benefit farmers.
Coordination initiative: Leadership skills to implement projects in a timely manner in collaboration with officials such as Agriculture Officer (AO), Veterinary Doctor, Dairy Development Officer.
