2. Key Responsibilities
As per the Kerala Panchayat Raj Act, the Chairman of this committee has extensive powers and responsibilities:
A. Health Sector
Public Health: Coordinate preventive measures to prevent the spread of infectious diseases, dry day observance, and mosquito control activities.
Supervision of Health Centers: Ensure the functioning of Family Health Centers (FHC) under the Panchayat, availability of medicines, and presence of doctors and staff.
Sanitation: Lead sanitation campaigns such as the operation of Haritha Karma Sena, waste management projects, and plastic-free villages.
Food Safety: Conduct inspections in hotels and commercial establishments in collaboration with health inspectors to ensure cleanliness.
B. Education & Culture Sector
School Development: Prepare plans to improve the infrastructure of government schools (smart classrooms, playgrounds, toilets, drinking water).
Mid-day Meal Scheme: Assess the quality of the mid-day meal scheme in schools and ensure the cleanliness of the kitchens.
Educational Promotion: Organize scholarships, endowments, and career guidance classes for talented students.
Arts, Sports, and Library: Promote local libraries, build playgrounds, and organize cultural festivals and sports fairs.
3. Qualifications and Election to the Post
Must be a ward member elected by the people to the Gram Panchayat.
After the formation of the governing body, the members of this committee are democratically elected from among the members, and then the members of the committee elect the chairman from among themselves.
