2. Key Responsibilities

As per the Kerala Panchayat Raj Act, the Chairman of the Welfare Affairs Standing Committee has the following extensive responsibilities:

Social Security Pensions: Ensure that various welfare pensions such as old age pension, widow pension, differently abled pension, agricultural labourer pension are properly received by the eligible persons.

Scheduled Caste and Scheduled Tribe (SC/ST) Welfare: Give priority to the development of colonies of backward classes, study rooms for them, self-employment schemes and housing assistance.

Women and Child Welfare: Improve the functioning of Anganwadis, ensure adequate nutrition supply to children and pregnant women, and lead women empowerment schemes.

Elderly and differently abled welfare: Coordinate day care centres for senior citizens, distribution of assistive devices to differently abled persons, and scholarships.

Recommendation to the Governing Body: Prepare a list of eligible beneficiaries and submit it to the Panchayat General Board for approval with the approval of the committee.

3. Qualifications and Election to the Post

Must be a ward member elected by the people to the Gram Panchayat.

As per the law, the post of Chairman of a standing committee in the panchayat is mandatorily reserved for a woman member (reservation). Often, it is the post of Chairperson of the Standing Committee on Welfare.

The members of the committee democratically elect the Chairman from among themselves.
